Enhance Democratic Governance and Accountability
LANDnet’s mission and vision is people-centred. LANDnet’s democratic governance and accountability advocacy will be premised on how land governance has evolved from the pre colonial, post colonial and the current national land policy in the new emerging issues in the continuum of land rights in Uganda. Looking particularly at how decentralization could influence responsible governance of tenure - that is transparent and accountable, impacting positively on legitimate authority of the decentralized land governance institutions and in effect on resolution of land disputes and conflicts. It will consider land sector performance and the constraining factors, with particular focus on financing of the land governance structures.
Guiding principles to LANDnet’s delivery
- All men and women can have a voice in decision-making, either directly or through legitimate intermediate bodies that represent their interests. Such broad participation is built on the freedoms of expression, assembly and association.
- All voices, including those of the less privileged and most vulnerable, are heard and taken into account in decision-making, including over the allocation of resources.
- Public services are delivered, and requests and complaints are responded to within a reasonable timeframe.
- There are effective measures to prevent and combat all forms of corruption.
- There is public access to all information which is not classified for well-specified reasons as provided for by law.
- Information on decisions, implementation of policies and results is made available to the public in such a way as to enable it to effectively follow and contribute to the work of the land sector.
- The professional skills of those who deliver land governance are continuously maintained and strengthened in order to improve their output and impact.
- Public officials are motivated to continuously improve their performance.
- Practical methods and procedures are created and used in order to transform skills into capacity and to produce better results.

Strategic Objective 10:
By 2021 LANDnet will have significantly influenced processes and practices that improve transparency in planning and decision making, policy development and implementation of land sector reforms, and delivery of land services including ensuring accurate and verifiable budgeting for the land sector.

- Reviewing the local government and Ministry of Lands, Housing and Urban Development budget framework papers.
- Engaging in multi stakeholder platforms for the Ministry of Finance, Planning and Economic Development.
- Developing position papers, briefs and fact sheets.
- Holding consensus panels on budget concerns for the land sector.
- Develop and implement a program on equal opportunities for women in the land sector focusing on employment, tenure security and financial inclusion.
- Work with structures at community level to raise demand for improved access and quality of land services to all citizens.
- Build a community of practice that interrogates appropriate and affordable approaches and interventions which can improve democratic land governance at scale, learning from best practice.
